This Non-Payer Complaint form is intended to help the buyer and seller
resolve this issue. After you file a Non-Payer Complaint, we will send an
email to you and your high bidder, advising that bidder that you have
notified us to a potential non-paying bidder and encouraging the high
bidder to complete the transaction. You must file this Non-Payer Complaint
form before you request a Final Value Fee refund. View our Non-Paying

Please use care when filing this form. It should only be used when you have received no response from your bidder or your bidder has flatly refused to pay for the item.
